MUNICIPAL RATES MANAGEMENT SYSTEM (MRMS)

This software proposal is the evolution of a property rate assessment and collection project we had implemented in 2019 for the Western Area Rural District Council (WARDC); for which we developed an android based software used as the primary tool used for property data collection, storage, billing and analytics, delivery, payments etc. 

The MRMS valuation method combines surface area-based and points-based approaches in three tiers:

Property Assessment: Evaluates physical attributes (e.g., wall and roof materials, number of floors), using floor area and rate per square meter to establish a base value, then adjusts with other visible property features to generate an initial assessed value.

Council Adjustments and Zoning: Applies factors related to council services and amenities (like markets or garbage disposal points) to indirectly adjust the base assessment, reflecting the benefits from local services funded by taxes.

MRMS is now provisioned to service all 22 City and district councils with customized//tailored configurations and outputs. The platform now also provides a self service module for property owners to  administer their properties; with a community engagement module for outreach to councils. 

The Municipal Rates Management System supports international SDG initiatives like the World Bank’s Identification for Development (ID4D) program.
